The Office of Population Studies (OPS) was founded by Dr. Wilhelm Flieger, SVD, a demographer trained at the University of Chicago, and one of the pioneering demographers in the country. Fr. Flieger established OPS in 1971 as the University's response to the government's call for more academic involvement in national development through population and related research. OPS was created to fill the population research needs of the Visayas regions. Since then, OPS has established itself as one of the major research institutions in the country involved in population, health and development researches.

In early 2005, OPS became a SEC Accredited foundation with the University President as its President. It is a non-stock and non-profit population and health research institute affiliated with the University of San Carlos (USC), Cebu City, Philippines.
