A. Objectives of Hiring a Psychologist Consultant

The Wave 4 Survey is in need of a licensed psychologist to take the lead in the selection and oversee the administration of the Achenbach System of Empirically Based Assessment (ASEBA) Youth Self Report (YSR), a validated instrument that measures the IC's social/intellectual/emotional/behavioral capacities, in the Wave 4 Survey.

B. Desired Qualifications

1. Must be a licensed psychologist
2. Have research experience, particularly on Filipino children
3. Have any experience in administering ASEBA instruments in large samples
4. Must have any experience in training and monitoring field personnel in the administration of ASEBA instruments
5. Must have any experience in psychological debriefing

C. Scope of Work 

The work covered by this consultancy includes:

1. To handle all inquiries and communications with ASEBA regarding the YSR.
2. To oversee the translation (as needed) of YSR to the languages used in the study (Cebuano, Tagalog, Ilonggo, and Waray). Note: OPS will take charge of hiring translators for this purpose.
3. Prepare the training regimen and manual for the data collection teams in the administration of YSR
4. Conduct the training of all data collection teams in the administration of YSR.
5. Train all data collection teams in the proper handling of respondents (aged 13.8 on average). We would like the data collection team to be trained on how to present themselves to minors, and how best to ask questions and elicit responses from the minors without being offensive or non-threatening.
6. Train all data collection teams in first-line counseling of adult and minor respondents in the event that a traumatic reaction is triggered by any of the survey questions. As needed, the study will issue referral letters (for treatment or further attention) to study respondents to be given to the nearest health center. A list of local resources will also be provided to the study respondents.
7. Provide OPS the YSR scoring instructions.
8. Respond to questions regarding YSR administration from the field teams.
9. Assist OPS in analyzing the YSR data and writing corresponding YSR sections in the Wave 4 report.

D. Tentative Training Schedules: January 7 through 31, 2010

The YSR training is scheduled for one day each in the Luzon, Visayas and Mindanao study areas. Specific training dates to be announced.

E. Consultancy Contract Period: November 1, 2019 to July 31, 2020

F. Deliverables

The consultant is expected to provide the following deliverables on the corresponding completion dates:

1. Written report on the completion of the translation of YSR to the respective study languages
Target Completion Date: on or before December 20, 2019

2. Written documentation on:
a) YSR administration training manual
b) YSR scoring
c) Proper handling of minor respondents
d) First-line counseling of adult and minor respondents
Target Completion Date: on or before January 7, 2020

3. Post-training report after each training session
Target Completion Date: on or before February 15, 2020

4. For the Wave 4 Survey report:
a) Written section on YSR scoring
b) Written interpretation of YSR findings
Target Completion Date: on or before July 31, 2020  

G. Allowed charges:

1. Consultancy fee
2. Cost of travel (as justified; which includes air/boat/ground transportation, accommodation and meals) for:
a) 2-day training in Cebu (for CSRE data collection teams)
b) 2-day training in Cagayan de Oro City (for RIMCU data collection teams)
c) 2-day training in Manila (for DRDF data collection teams)


OPS will cover the cost of purchase of final instruments, reproduction of answer sheets and printing of all training materials and manuals.
